London Councils, who represent all of London’s local authorities, have recently lobbied the Government to give councils the power to enforce and issue penalties through civil powers, for speeding offences in roads with limits of 30mph or lower. In addition, councils also want the right to run their own speed awareness courses.

Cllr Claire Holland, chair of London Councils’ transport committee, has said that “Police enforcement is inadequately resourced and severely limits the ability of authorities to protect their residents from the negative safety impacts of poor speed compliance.”
